The Deputy Prime Minister has instructed the Ministry of National Defense to lead and coordinate with the Ministry of Transport and local authorities to immediately deploy drones to scan vulnerable areas at risk of landslides. This is to promptly detect cracks for early warning and take preventive measures, including relocating residents.
Deputy Prime Minister Trần Hồng Hà has just signed Directive No. 101/CĐ-TTg dated September 30, 2024, from the Prime Minister on urgently addressing the landslide incident in Hà Giang and responding to the risk of landslides, flash floods, and mudslides.
According to the report from the Standing Office of the National Civil Defense Steering Committee, the serious landslide at Km 51 on National Highway 2 in Việt Vinh Commune, Bắc Quang District, Hà Giang Province, on the morning of September 29, 2024, resulted in 1 death, 2 missing persons, and 4 injuries.

In the directive, the Prime Minister extended his deepest condolences to the families of the victims and requested the Chairman of the Hà Giang Provincial People’s Committee and the leaders of relevant agencies to continue implementing measures to overcome the consequences and respond to the risk of landslides.
Specifically, the Deputy Prime Minister requested the Chairman of the Hà Giang Provincial People’s Committee to continue directing and implementing decisive, timely, and effective measures to overcome the consequences and respond to the risk of landslides. This includes focusing on searching for missing persons, treating the injured, visiting, encouraging, and supporting the families of the victims, and ensuring the livelihood of the people.
The Standing Office of the National Civil Defense Steering Committee is tasked with coordinating and mobilizing necessary forces and means to support local authorities in search and rescue operations, responding to, and overcoming the consequences of floods, landslides, and mudslides as per regulations.
The Deputy Prime Minister also requested the Ministry of National Defense to lead and coordinate with the Ministry of Transport and local authorities to immediately deploy drones to scan vulnerable areas at risk of landslides, promptly detect cracks for early warning, and take preventive measures, including relocating residents; ensuring the safety of rescue forces.
Additionally, the Ministry of Transport is required to coordinate with local authorities to review and early warn sections of roads at risk of landslides; develop traffic diversion plans to ensure the safe movement of goods and people; and proactively arrange forces, materials, and means to quickly clear roads when incidents occur.
The Ministry of Natural Resources and Environment is to monitor, warn, and forecast floods, and promptly inform about the risk of flash floods and landslides so that relevant agencies and people can proactively implement response measures.
The Ministry of Agriculture and Rural Development, as per its assigned tasks, is to closely monitor the situation and promptly direct the implementation of disaster prevention and control measures, especially landslides, flash floods, and mudslides in the midland and northern mountainous areas.
The Government Office is to monitor and urge ministries, sectors, and localities to implement this directive according to their assigned functions and tasks.
